In HZ , It is hard to buy apartment. First of all, the price in HZ is more expensive than
other big cities. So common people cannot afford it. Then a long time before the building is finished, maybe almost all the apartments are sold out. Finally many apartments is only for INNER people(relatives, staff, some leaders.
